Every terminal has its own job safety analysis for transload, switching and loadout tasks, reviewed at shift start.

Any person on any site can stop a job. No approval chain, no consequence, no exceptions.
Contractor qualification
Haulers and contractors are pre-qualified and orientation-verified before a gate badge is issued.
